What are your guys feelings about the refuge system? Need more, need less, hold birds worthless? We are discussing this internally and are curious as to your ideas.

I believe there IS a need for more refuge areas in MN but if the water levels, water quality and food isn't there the ducks won't use them. I think our focus needs to be continued efforts on shallow lakes restorations. I do like the latest thinking by the DNR doing some wet soils management. This can create refuge areas with plenty of food. Outdoor News recently had an article on Lac Qui Parle's use of wet soils management which sounded highly successful.
